Plenary Speakers

Dr. Ng Soo Boon is part of the Faculty of Education and Social Sciences, SEGi University and Colleges, Malaysia. She spent 27 years developing national curriculum from preschool to upper secondary school. Her previous designation as the Deputy Director in the Curriculum Development Division of the Ministry of Education in Malaysia made her lead a diverse team from different disciplines to develop, implement, and evaluate the national school curriculum. Additionally, she was involved in the formulation and implementation of the Malaysia Education Blueprint 2013-2025. Moreover, she has also been actively engaged with national and international agencies such as UNESCO, IBE, UNICEF, and SEAMEO on several national and regional projects related to curriculum, science, STEM, girls in STEM, and early childhood.


Dr. Christopher Monterola is a physicist and machine learning scientist, educator, entrepreneur, and technology advisor for various enterprises and organizations. He sits on the board of Xurpas, Inc. (PSE:X), a publicly listed technology company that has offered innovative IT products and services for the past twenty years. Dr. Monterola is also an Academician of the National Academy of Science and Technology (NAST). He is the Aboitiz Chair in Data Science and holds a Professorship at the Asian Institute of Management (AIM). To date, Dr. Monterola has mentored over 200 data scientists across different private and public sectors.


Dr. Hsiu-Lan Shelley Tien is a Professor in the Department of Educational Psychology and Counseling at the National Taiwan Normal University. She is now the Dean of the College of Education, and has served as Director of the Department of Educational Psychology and Counseling, Director of the Counseling Center, and Vice Director of Student Personnel Services at the National Taiwan Normal University. From the National Career Development Association, she has earned the International Career Practitioner Award in 2016 and received the Fellow Award in 2020.

Dr. Ethel Agnes Pascua-Valenzuela is a commissioner at the Commission on Higher Education (CHED). Prior to her appointment as the CHED Commissioner, she served as Director of the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat. Notably, she is the first female Director and first Filipino to hold the position since SEAMEO was organized in 1965. She also became the Vice Chairperson of the UNESCO National Commission Education Commission (2000-2010) and Director of the Commission on Higher Education Philippines (1995-2006).
